Only shortlisted candidates will be contacted.Key ResponsibilitiesSecurity Operations and OversightMonitor security systems (CCTV, alarms) and respond promptly to breaches or emergencies.Conduct regular patrols and security assessments of all FINCA premises.Conduct regular physical examinations of all properties to ensure compliance with security policies and regulations.Supervise and coordinate schedules and performance of security guards across branches.Maintain proper functionality of security equipment (e.g., alarm systems, locks, surveillance devices).Manage access control systems and verify identities of staff, visitors, and contractors.Monitor the daily security context in news, social field and other sources of information.Identify, investigate, and resolve security breaches.Risk Management and Emergency PreparednessDevelop and maintain the Crisis Management Plan and Security Risk Analysis.Revise and implement the Operational Security Manual, tailoring procedures for different components.Ensure all FINCA offices are compliant with emergency and safety protocols (fire extinguishers, emergency exits, illuminated signs, etc.).Lead emergency response coordination during fire, medical, or other critical incidents.Maintain close coordination and collaboration with IT, Risk and Control, and Information Security units.Draft and update Security policies and procedures.Design evacuation plans for facilities.Training, Awareness, and ComplianceProvide security briefings for all new staff (national and international).Deliver ongoing training to staff, guards, and drivers on security, fire safety, and first aid.Promote a safety-first culture across all departments.Ensure full adherence and compliance with specific security requirements related to business.Stakeholder Coordination and ReportingLiaise with local law enforcement and emergency services as needed.Create and maintain a network of contacts (INGOs and NGOs, Embassies, Bank`s, MDO`s and Civil Society, etc.).Maintain close relationships with private security providers for timely information and support.Prepare detailed incident reports and maintain security logs for all locations.Evaluate and recommend safe office rental locations.Additional DutiesEscort FINCAs guests and expatriates, including during night-time or off-hour missions.Conduct security assessments for new office openings and program expansion areas.Support HR in recruiting vetted security personnel (including obtaining criminal clearance certificates where required).Represent FINCA within the local community on security-related matters.Perform weekend and holiday site visits to ensure proper guard coverage and adherence to protocols.Undertake other duties as reasonably assigned by the management.Qualifications and RequirementsEducation & ExperienceUniversity degree (required).Minimum 5 years of professional experience, with at least 3 years in security or office management.At least 4 years of proven experience in a physical security role.Experience working with international standards. Flexible, quick learner.Skills & CompetenciesStrong leadership and analytical thinking.Good knowledge of security operations, crisis management, and national safety protocols for Microfinance institutions.Proficiency with security technologies (CCTV, access controls, alarms).First aid and CPR certification would be an advantage.Knowledge of Tajik and RussianFluency in English (spoken and written) is highly preferred.Excellent communication and interpersonal skills.Ability to work independently, proactively, and with discretion.Strong reporting and documentation skills.Proficiency in Microsoft Office and internet tools.Experience in organizing training is an asset.Proven ability in professional presentation and information management.Proven ability in producing security analysis.Flexible, enthusiastic, and willing to learn from others.Ability to multitask and cope with competing demands under tight deadlines.Ability to cope with high workload and stress.Identify priority activitiesWork Ethics and ExpectationsThe Physical Security Officer is expected to operate with a high degree of integrity, initiative, and accountability. The role demands self-direction, timely completion of tasks, and responsiveness to dynamic security environments. While support and advice will be available, the Officer is ultimately responsible for the full execution of security-related duties and must demonstrate ownership, reliability, and professionalism at all times.
