Medecins sans Frontieres (MSF) is an International Medical Humanitarian association that delivers emergency aid to people affected by epidemics, healthcare exclusion, armed conflict and natural or man-made disasters. MSF is working in Tajikistan in the field of Tuberculosis. Our projects focus on providing treatment and social support to the patients, and currently our activities in Tajikistan.
MSF is currently looking for a qualified, capable, flexible and motivated person for the position of Human Resource Assistant. Job Location: Dushanbe, Tajikistan
Purpose:
Execute administrative, HR and legal related tasks to support the HRCo and PAM following MSF standards and procedures, in order to ensure legal compliance and to realize the HR capacity required to achieve project objectives to MSF policies, standards and procedures in order to ensure documentary traceability as well as compliance with local labour and regulations.
Accountabilities
•Under supervision of the Project HR Manager managing personal files in order to ensure accuracy, compliance and on time payments.
•Updating the HR database and personal files to facilitate HR processes management.
•Updating Social security & Tax office files in order to meet legal requirements including specific amendments when necessary in order to ensure local labor and fiscal law compliance
•Preparing employment contracts in conformity with legal requirements including specific amendments when necessary in order to ensure local labor and fiscal law compliance.
•Preparing monthly pay slips for all staff, editing and updating the necessary data, in order to ensure the punctuality and accuracy of staff payroll.
•Following up of all expiring rental contract dates and inform the Administration Manager in order to leave enough time to arrange a renewal or look for some other alternative
•Making all administrative information available to the staff (posting, meetings, etc.), supporting the Project HR Manager in translating documents into local language and assisting in meetings upon request.
•Additional HR/ Admin tasks delegated by the Project HR Manager.
Context Specific Accountabilities
HR Activities:
•Support the PAM with delegated HR/Admin tasks such as filing, Homere administration, salary preparation etc;
•Draft permanent employment contracts for new staff including loyalty sheet, service contracts for service providers and lease agreements;
•Keep updated employment records for all office staff;
•Ensure that all staff timesheets are received and filled; ensure that timesheets are filled out correctly, taking into account the legal framework.
•Keep under control and handle all types of leaves tracking, medical certificates filling in for further action;
•Prepare and maintain a system of orders in accordance with legal regulations.
•Keep Personal files of all full time regular employees and service providers of Coordination Office and to follow they are met all necessary requirements and are kept in necessary order;
•Ensure all personnel files, well filed and easily retrievable, maintain confidentiality.
•Prepare powers of attorney for employees, if necessary.
•Supervise the work of cleaners and cooks. And manage all processes related to the management of this group of employees.
•At the request of PAM, prepare IR for the office and guest house, if necessary.
•At the request of employees, prepare certificates of salaries, work experience and others, taking into account internal regulations and the legislative framework for this group of document flow.
•Provide on time data for Statistics report.
Staffing and Employee On boarding:
•Support PAM in preparing and printing all necessary documents and policies for new employees during the induction process including briefing schedules;
•Support PAM in ensuring that all induction and probationary documents are well kept by line managers and supervisors;
•Carry out any other relevant tasks that will be given by the line manager.
Requirements
Education:
•Desirable administration, finance or business related diploma.
Experience:
•Essential previous working experience of at least two years in relevant jobs.
•Desirable experience in MSF or other NGOs in developing countries.
Languages:
•Mission language and local language essential (English, Tajik).
Knowledge:
•Essential computer literacy (Word, Excel, Outlook and Internet);
•Good working knowledge on MS Office.

Salary: Gross salary is 9395 TJS.
